[Bf-taskforce25] Tool state and undo

Well I think editmode and global undo are confusing too and I would
be all for unifying these too.
This is just a proposal to split undo for things which work with data,
and things which work with UI, or at least viewport. I worked with this
in other apps(XSI) and believe me that it's extremely comfortable,
and since there are different shortcuts, there is also no confusion about
what does what.
