Eek, this is a really, really, really bad idea. It's going to confuse
the hell out of so many people, including myself - nobody expects the
order of modifier keys to make a difference, indeed some people just
push them both at the same time.

There are many better solutions to the problem of accessing tools
quickly, doing this sort of thing will quickly turn into a usability
nightmare and it's definitely not where we should be heading.
