I'm assuming it's additional too, and some visual indicator is useful.
I'm just pointing out that the functionality normally associated with
the arrows at the end of scrollbars is more useful when those arrows are
hot zones at the appropriate edges.

This  could be in addition to scrollbars, or even instead of them. If
the hot zones only appear when scrolling is possible then there's a
visual clue that it's possible. The display of how much there is to
scroll could even be overlayed when scrolling is active rather than
always eating valuable working space.

I'm just throwing options out there as a click at an edge and minor
mouse movement to adjust speed seems cleaner to me.
