[Bf-python] Python API updated for 2.79?

Hi Brian, there is an auto-generated change-log, which doesn't read
very well, but at least notes what is added/removed between releases.

The 2.79 docs will need to be rebuild (its on our todo list).
Until then this is the file in git:
