[Bf-python] 2D tracking for VFX pipeline improvements addon

Hey,

Lats day was working on improving vfx pipeline using data from 2d tracker.

Currently WIP addon contains operator to create a nodesetup for 2d
stabilization in compositor. It supports following stabilization

- Translation
- Scale
- Rotation
- Scale and tranlation
- Scale, translation and rotation

More options could be added later.

Main difference with current 2d stabilization which could be found in clip
editor are:

- Scale stabilization (which is completely missing in an existing motrack
stabilization)
- Depending on what you're working on, it's possible you'll require
multiple different stabilization, which is also not doable with motrack
stabilization.

This is just a beginning of an addon, hope more functionality would be
added later :)
