[Bf-python] Submitting AddOn, acquiring a page?

[Atomic Perception]

Hi All,

I am working on an AddOn that I would like to submit for review/inclusion
in Blender. I have clicked on the merry-go-round of links from the Official
Blender Get Involved site but I still can not reach a page to upload or
submit my AddOn.

What is the process?
