[Bf-python] Modal handler non-persistent.

Good day,

I recently noticed the modal handler isnt persistent when loading a new
blend file, not even when explicitly stating @persistent before the
handler...
The current addon Im developing, preselection highlighting, would benefit
greatly from being able to keep running while loading new blend files.  I
tried a load_post handler and restarting the modal handler, but this
crashes Blender.

Any solution, or example of another addon that survives .blend loading?
