[Bf-python] Get Ipo of a certain constraint

The only thing I can suggest is to name your constraint IPOs at creation
time- otherwise I don't know how to find them, I'm guessing you can at
least get the block type of the IPO to figure out which is constraint
IPOs, but I don't know how to proceed from there.
