[Bf-python] help system and bundled python

Apparently our help system uses python and requires the module
webbrowser, one that our bundled python doesn't include (as inferred
from this post

Seeing as help is a fairly fundamental thing, we probably should add
it in.  This is also problematic for other platforms since it is quite
possible that they won't have the right version of python installed.
