[Bf-python] How/where to send a patch?

Hi all,

I have a trivial patch that I would like to send for consideration. It 
adds a layer key to Object_insertIpoKey in 
source/blender/python/api2_2x/Object.c.

Should I send it here? Is a 'svn diff' what I should send? Do you prefer 
to have it gzipped (it's just seven lines of changes)?
