Yes, the "Add" menu currently only in the Scripts window's Scripts menu 
is meant to be added to Blender's Add menu in the header and probably in 
the toolbox, too.

But since Blender was about to get a new update to its UI, it was left 
to be done together with that. Then coders got busy, Project Orange 
came, etc., so the UI hasn't been updated yet.
