[Bf-python] Suggestions for the basics of an NLA API

So does someone want to do this, or should the ActionStrips sequence 
wrapper just use an index operator instead of a mapping operator?  I'm 
not familiar with the intricacies of SDNA, not to mention making blend 
files forward/backward compatible.
