[Bf-python] Python Script Guidelines for 2.40+

Hey All. After reading other peoples scripts, and thinking a bit, I 
wrote this doc as a spec for scripts that are included Blender to follow.

Please read and comment. At some point Id like to be able to point 
script writers here- as a list of things to follow before getting the 
script into blender. - Once we agree on this of course.
2 sections are empty-
  Documenting Python scripts- Willian?
  Script Security. - eval, overwriting file policy?

Id like to be able to make all the scripts in the next blender release 
conform to this standard. (once its agree'd on)
