[Bf-python] tp_getset Texture.c uploaded

Uploaded patched Texture.c, plus new gen_utils.? and an updated 
doc/Texture.py (I'm getting a little ahead of myself updating the 
documentation when the patch to the code isn't approved, but I found the 
documentation was really out-of-date, plus it was the easiest way to be 
sure I didn't later forget what I'd changed).

I've also got submissions for Camera.c,charRGBA.c Font.c, Image.c, 
Lattice.c and Text3d.c just waiting....

BTW, can anyone provide some history on the Voronoi noise basis 
functions?  I'd like to document them better in the BPy docs, but their 
history is pretty vague (apparently eeshlo submitted them around April 
2004) but I couldn't find anything on the web during a quick search 
which explains the differences between Voronoi F1, F2, F3, F4, F2-F1 or 
"Crackle" -- or even what they are.
