[Bf-python] Redraw Scene scriptlink

We really need this scriptlink!!  It has never worked to my knowledge. 

Or do we?  I would like to fix this, as plugin-like python scripts can 
really benefit from this.  But. . .is there a reason it isn't 
implemented?  Well, I certainly need it for my cloth script. . .after 
all, I need something to reload the GUI whenever a new object is 
selected, and using an Empty's Reload scriptlink is not the way to go.
