[Bf-python] armature makeparent ?

Don't get me wrong - Im for improvements to the blender source code.
However I would feel like Sisyphus if all this needs to be redone. :)
Ill be quiet now.

I've been following the threads in the Committers mailing list about 
new armature stuff. The feeling I've gotten is that they're just 
talking. No one's coding. I seriously doubt that we're going to see a 
full armature-code replacement.
