Probably not yet.  Parenting via Python needs work, we need to review / upgrade
it.  Bob Holcomb also reported problems with parenting armatures to meshes:

If anyone here knows of other related issues please tell us.  Possibly not a
target for 2.34, since we'll soon be in "release mode", though.
