[Bf-interface] Blender 2.8 technical design doc

Hi everyone,

Below you find a code.blender.org blog post that's meant to provide more focus and general agreement on technical design decisions. It has been written and extensively reviewed by the core 2.8 contributors. Took a couple of weeks to flesh out the details with everyone! 

It will allow to empower everyone to contribute more efficiently. Next step then is to make a planning and make sure the devs are well aligned with UI team members for mockups and further UI and usability designs.
