[Bf-interface] Top-bar confusion

Hi all,

There's been lots of talk regarding the top-bar the last days - via
private mails, developer.blender.org and IRC. Some members of the dev
team were concerned about the top-bar. Turns out there was some quite
big misunderstanding about the scope of the top-bar. Probably the main
cause of concerns.

Apparently, there was a misconception that the top-bar was supposed to
show settings for the active tool of the new tool-system ([1]). That
was __not__ the plan. It was considered, but there were too many
issues to solve.

In the original design [2] (which is still mostly up-to-date!) we did
want to have other settings there:
* Operator redo settings - The settings that are currently in the
lower part of tool-shelves
* Settings for running modal operators - That is, modal tools like
knife, subdivision, transformation, etc. *Not* the new 'partially
modal' ones from the new tool-system.

To avoid any further confusion with the new tool-system, I suggest to
not use the term tool-bar when talking about the top-bar. And even
though operators are generally speaking tools, I'd also suggest to not
call them that way for clarity. See T53101 [3] for a definition for
what a tool is in regards to the new tool-system.
