[Bf-interface] Headers Redesign Proposal

Hi
I made proposal for updating Editor Headers. Changes are aimed for new
users and Blender101 project. It's designed to make sure current users
won't be affected much, they will be able to quickly customize interface to
current arrangement if they want to.
