[Bf-interface] VSE outline frame cannot be hidden

Hello everybody,
I'm using a lot the VSE to check frame sequences and to compare different
versions of the same shot. It is very useful, but the dotted lines that
border the video is quite annoying some time. Especially to check stereo
anaglyph renders where no border is better.
The only way to disable this dotted frame is to set the same color for
"Preview Background" and the "Region Background" in theme settings. But
there is then no possibility to give to the properties panel a different
color.

Is it possible to make a custom color only for this outline? or simply a
checkbox to enable/disable it?
I know this is a very specific request and may not be useful for anyone,
but I think that it can be a great thing to use Blender as a tool to check
images, even more now with the new fullscreen mode (alt+F10 / alt+F11).
