[Bf-interface] Describing the UI-team goal

Hi there,

Just preparing a presentation for BlenderDay and noticed we don't have
a short description of the main UI-team goal which I think would be
handy to have.

My proposal would be:
"Goal of the UI-team is to establish a continuous and organized user
interface development with focus on the end user interests."

After we got a good one we should also add it to
https://developer.blender.org/project/profile/12/ and
blender.org/index.php/Dev:Doc/Projects/UI I guess.
