[Bf-funboard] UI Proposal: Loading screen when initially loading Blender

Hi all, this is a little idea I've had for a while now, might be nice to
put into 2.8

I have noticed that Blender takes a little time to load, and I think it's
time for a little loading screen while it loads. Examples of this include
like GIMPshop, LibreOffice, or Google Earth. I would be more than happy to
make any needed graphics if there is any dev interest in this.
