[Bf-funboard] 5. Mouse scroll operations with pen

I don't suggest to drop current behaviour (it *is* very handy), only add a
way to do it outside transform event. Maya does this and it is quite fine,
although I should mention that it goes hand in hand with mesh component
highlighting (easier to see what parts of the mesh are affected).
