[Bf-funboard] Timeline drag hotkey

I would like to see a hotkey for scrubbing all across the UI, not just 
in the 3D view. Then you could scrub in the graph editor while having 
LMB and RMB non-default functions. I'm seeing this as something similar 
to D-LMB-drag to draw in grease pencil, but non-modal. Press the button 
and it allows LMB-drag scrubbing, then release and mouse functionality 
returns. I'm not sure if the py api has a function to enable scrubbing, 
but it'd be great to have.
