I think Chrome selects the text in the URL when it gains focus, but only
puts it in the selection buffer if you intentionally select it, e.g. by
double/triple clicking.

If you use middle click to paste, it would need to still be possible to
middle-click and drag to pan the view while over a text box.

Not a bad idea though. I too miss this functionality from time to time.
