[Bf-funboard] Access VSE timing/trimming of strips

IMO This sounds like a central resource manager which can also manage
proxies or caches for such resource files as well. I don't know if
doing it in the VSE is the best choice, since it's not really made for
such a workflow - all data management there is centered around strips,
not resources - but this wouldn't be bad actuallly. The problem is
where to put this. Maybe the future asset manager can be of help
there?
