[Bf-funboard] Add Effect Strip/Sharpen

It shouldn't be terribly difficult, probably a weekend project or so.
I think masking original with sharpened strip using mask can be done
implicitly when a sharpen effect exists.

Will also be a good chance to review and optimize gaussian filter -
since sharpen is basically original - scaled gaussian-filtered
