[Bf-funboard] Exporting markers as chapters in MKV and other containers

This is a specific feature and depends on the video format, I don't
think we would add this to Blender directly.

It could be done with an addon, which either applies when render is
complete, or can apply current markers to an existing file (an extra
step, but still much easier then doing by hand).

MP4Box for example can add chapters:

Their format is a simple text file, so it should be easy to generate &
run from a Python script.
