[Bf-funboard] Dynamic scaling Render Res for VSE playback

Yes I understand, I find that there is a break even point with scaling
dimensions, where efficiency degrades with scaling between 100% - 50%. But
increases below 50%, Perhaps its a function of even division, you obviously
know better than I.

I had assumed that the scaling was OpenGL already?

When I:
-add the video as a textured plane in 3D view then
-use a scene strip in the same scene's VSE,
the OpenGL plays just as fast as the unscaled source video (full 30fps) on
a Mac Book Pro.

If I use a transform Effect Strip to modify the original VSE source strip,
the fps drops to 14 fps.
