[Bf-funboard] Context highlights for layers, groups, &c

Maybe this already has an implementation that's hard to find, but I feel
like finding the correct group can be difficult sometimes especially if I'm
coming back to an old scene or opening a new scene. For example,
remembering which layer a given object is in, or which vertices are in a
vertex group. It's certainly possible to find out, but it's kind of clumsy,
and doesn't really provide at-a-glance information.

My thought is that perhaps there could be highlights when the user mouses
over a layer button or a vertex group name. My initial thought is that as
you mouse over the layers, in the 3d view the objects could appear in
wireframe, but that doesn't necessarily need to be the design. Since it
might be less distracting, maybe the outliner could display a list of
objects in the layer, or a little description box would appear with the
layers content. Or a combination of those options.

For vertex groups that would make less sense, but in 3D view it would be
nice to see the group highlighted.

In general, I think it would be nice to have more visual representation of
relationships in the UI, for example highlighting the parent object when
you mouse-over that panel, in any regions where it might be represented,
including the outliner, the dope sheet, and the 3D view.
