[Bf-funboard] floating windows don't stay on top!

I have an idea on how this can be done in a different way.

It sounds to me like the problem of wanting some information available, but
not all of it all the time.

As an example, I personally like having the transform coordinates of an
object available for edit, but dont want to lose the screen realestate to
the whole "N panel".

One option is to "tear out" a copy of that section from the "N panel" and
let it "float".  A floating panel.
Some possibilities include:
It is only available to float over 3D view, can't drag over to UV panel for
example - Partially preserves non-blocking UI
It is only visible when a 3D view has a mouse over it, in order to allow
multiple 3D views, without taking up screenspace & duplicating UI
Acts as a Re-arrangeable, Resizeable Toolbar. Scrollable potentially. Drag
Drop/Tearing of panels. Add command with "space bar menu"...
This panel is drawn by Blender UI, not a seperate system window.
Snap to corner coordinates of 3D panel

Pros:
-Allows a kind of overlapping that adds value, without actually overlapping
separate workspaces. (we already have this idea in a way)
-Allows a minimal UI when working fullscreen in 3D view
-Can act as custom toolbar
-Can act as custom UI for scripts etc.

Cons:
Does not address the workflow of having seperate windows to alt-tab to.
Still limits user to Non overlapping UI
How to save as a pref what you set up?
Can make UI cluttered when everything is visible
Can make at least the toolbar redundant - Does this mean hit "T" for
visibility of this floating panel?

Something to think about anyways. Thoughts?
