I think this comment is a bit off the mark.

IMO anyone who knows how to analyze UI issues will be deeply frustrated
with the lack of coherent process for design decisions, lack of feedback
and interest, and lack of UI design experience among the "stakeholders" he
has to convince.

I am still waiting for any comments or acceptance of my patch to just add
*TOOLTIPS* to the spline handle set menu... let alone provide comments on
my alternate deeper analysis of the spline-handle model -- and this area is
*trivial* compared to bigger areas of blender.

I do think it might be useful to separate UI design decisions from
patch-apply decisions. Something like a UI design tracker section. However,
consideration and approval would need to be handled by folks who are
careful about considering the options, and want to make blender better.
Even if this was sometimes only Ton, at least it would be a clear process.
