[Bf-funboard] floating windows don't stay on top!

I'm not sure it is possible on the MacOS - at least I did not find a way.
I'm not sure about MS Windows, but I have a feeling that is impossible too
(At least I don't remember to have seen this kind of option).

I think this should be implemented in Blender UI - like for example in Maya
all editor windows are always on top of main UI window.
