I won't get into some of the other things, but you can get this behavior by
selecting the vertices in your vertex group from Edit Mode and enabling Vertex
Masking from the 3D View's header. I agree that it might be more convenient if
the vertex mask changed based on your selected bone, but the core of the
feature you're asking for does already exist.
