[Bf-funboard] Duplicate keyboard shortcut removing

What does this Test Key Configuration for Conflicts tool do in a hidden 
Search area? Shouldn`t this tool belong to the Input manager? You cannot 
search for a tool when you don`t even know that it exists.

As for usefulness, what about bug fixing? :)
