[Bf-funboard] Please add an AppData file for Gnome & KDE software centers

I asked Richard regarding the spec's status and he responded "It's no
less a standard than any of the other specs on fd.o -- I suppose I could
move it to the Specifications area, but this doesn't make it any more
official..."

And since the majority of applications related to Gnome already use it,
it'll likely not change much in the near future.
