I know, but this is not the point!
I want to have my own arrangement in the tool-shelf.
Some tools I don't need in the tools-shelf, because I only use it with shortcut (like the basic stuff "Translate", "Rotate", "Duplicate", ...).
I should be possible to remove it from the tool-shelf. The remaining tools I want to arrange in a manner that fits my priorities.

Is it possible to make a context-sensitive tool-shelf?
I mean, why it must be cluttered with keyframes, motion paths etc. when I am doing only modeling?
Otherwise I could imagine to have important tools like "Bridge" or "Inset" in the shelf.

Basically I could imagine a more consistent distribution for the tools in blender.
There are tools in the tool shelf, in the menus of the 3d view and in various headers.
Other tools can be found by pressing the Spacebar, "W", Ctrl-E etc.

They same with settings: most settings can be made in the properties, others beneath the tool-shelf.

I am not sure about the "right" way to organize the UI in a more consistent way, and this ist probably
not the place to discuss this stuff. I just wanted to express, that the Blender UI could be more coherent
and - as a result - more beginner-friendly.
