[Bf-funboard] global properties & tool panels

I agree, that it's a matter of taste and speed of recognition can
vary from person to person. But without doubt, it occupies less
space.

As I often work on a small laptop display, I always have to scroll
in the tool-shelf in order to see the operators when adding a new mesh
or when using addons.

>From my point of view it's important to have a full custumizable
tool shelf with the options:

- only text
- only icons
- icons+text
- add/delete tool
- re-arrange tools per drag & drop
- when using icons, it could be arranged in an array (more icons in one
row, for example putting together similar tools in one row)
