[Bf-funboard] Toggling proportional edit during transform

Well, I think that will be great too. At least, it'll help reduce a few
unnecessary clicks in line of work.

I'm not a developer of the UI (in terms of coding) but I wish to know if
it'll be hard to effect these changes you outline?
