as Harley pointed out, the focus is actually the opposite...to quickly scan
the list of functions, find the desired want.. then look at the hotkey.
 quickly scanning all the possible hotkeys is not very useful. i think it
would be nice to bold the function and normal the hotkey.

as for on/off, that is not the only issue. some keys are toggle, such as
the way R during rotate toggles between rotation modes. plus the fact that
showing axis alignments densely is tricky. how about this, with bolded
action titles, all uppercase hotkeys, and state in ()s..

Midpoint-snap: CTRL   |     Cut through(on): Z    |     Mode(axis): R     |
    Constrain:  (X) (Y) Z

from this you know midpoint-snap is on while held (since it shows no state)
