Can you explain what you mean by that?

Modern Video Editors (Sony Vegas, Primere, Final Cut, etc.) allow
deployment of effects and transition directly with the video-editing
environment. They are simple "blocks" which can be used and controlled from
the video-editor. These effects and transitions range from simple
time-varied compositing setups (like cross-fade), to complex 3d rendered
transitions (like a book page flip with video on the pages).

In Blender, these effects and transitions should be authored in the
3d/compositing tools, packaged up as a "reusable piece", and then used
directly with the VSE.
