Moving that functionality to the right-click menu would make it easy to
hide the panel but not
to show it again since the right-click menu would no longer be available in
that state.  Having
one way to hide it but requiring a different way to show it again would be
confusing.

Just adding feedback *while* dragging the header height would remove a lot
of the confusion.

Besides, not only do I want to keep "dragging to collapse the header" but
I'd also like to see
"dragging to increase the height of the header" so that the header can wrap
its contents to
multiple rows:
