[Bf-funboard] Please add a Zoom Border zoom out

Sounds good, would use MMB to zoom out though, this is consistant with
select==LMB and deselect == MMB, It also wont mess with existing use
where you dont have to care which way you draw the rectangle.

This is a nice project for a new blender dev :)
