Yes.  I think I even saw this in development somewhere (PlumiBlender
maybe?).  I'm still hazy on whether or not it's a great idea (more on
that in a bit).  That said, you could also create a new IPO window, lock
one of the IPO windows to display one object's IPOs (treating it as a
reference set) and then use the other IPO window to do your syncing.
I've done this quite a few times, both with the action editor and the
IPO editor (though probably more for the former than the latter).

And how many curves are going to be displayed at the same time?  I
think the IPO window is probably the wrong place to do this.  You
should use this window primarily to adjust the specific motion of
specific objects by editing the actual curves.  While you can move keys
around with the K-key, this really isn't the best place to be doing
this; especially for large numbers of objects

The action editor could benefit from being more "dope sheet"-like in
some ways but this is really where this kind of thing you're talking
about can (and does) happen.  But to be clear, you don't really want to
edit multiple IPO curves at the same time.  You want to move a lot of
keys at the same time.  It's a subtle difference in nomenclature, but I
think you can pretty readily understand the significance of it.
