[Bf-funboard] Missing tooltips in crucial buttons

Due to the layer stuff discussion, I discovered that some of the most
obscure buttons - the various layer (groups, render layers) buttons - do not
have tooltips at all.

I mean, if we have "Click to change" tooltips on Text buttons, could we
please also have tooltips for 20 empty buttons in a row?
