It's actually inconsistent in itself ;) If the IPO window is in "keys" mode,
it will not toggle. If it is in "curves" mode, it will. (CVS from a few
days ago). Maybe a bug.

And thanks for spending your time on trying to fix (or unfix) my ego
concerning the layer manager ;)
