[Bf-funboard] Layer manager proposal

Ok guys, sorry for posting on the BF-committers list.  it was 
potentially inappropriate, since its not a direct coding matter, and is 
more of a discussion.

So if anyone could please reply to this instead it would be better, 
rather than flooding the other list with noise.
