Forget themes, one theme fits all, The default set remains intact.
After all they are merely functional pictorial selection tool buttons which
require neither language nor interpretation.

If for example you look at a CAD tool like Turbocad v11, the icons and their
placement have been standard since ver 5, of 10 years ago.
Changes are acomplished with extending the flyouts from each standard button
which provide extentions to functionality of the standard icon buttons.
A developer would only have to add a button icon to  the relevant flyout.
