Well..  bones are only rotation, so that's no problem...  scale?   
location?  Well if one was using this hypothetical experimental  
system it would be for accurate deformations.  Human bones don't  
stretch, and translating them is really not a good idea.  It sounds  
like a totally crazy idea, but people already associate red, green,  
and blue with x y and z, so would it be that much of a stretch to let  
them paint that way? throw out the signed idea, which would probably  
be way too complicated, and just consider the advantages of being  
able to paint in such a manner.  I'm not saying it's the most useful  
idea in the world for most people, It was just a crazy idea i came up  
with one night while painting weights.  Perhaps after painting in a  
"black and white" manner, users could go back and "tint" by  
subtracting/adding influence per channel while testing range of  
motion...

It sounds stupid, it might be useless, but you never know until you  
experiment.  If nothing else, the failed idea might lead to one that  
works.
